Not surprisingly, he wasn't happy with this as he considers these apps part of the "whole Facebook experience" and isn't sure they should do an iPad app without them. Everything works in Safari, so he is hesitant to push people to a native app with less functionality, even if the native app is better for non-third party app features.
He had a few suggestions about how to compromise on our positions:
- As requested, do not include a directory of apps in the Facebook app, links or otherwise.
- Do not have third party apps run in the embedded web view (that would continue to be used only for web stories and other links).
- Allow user posts in the news feed related to apps (like a Farmville post to ask for a cow; these are filtered today because tapping on them would do nothing).
- Tapping on one of these app-related links would (1) fast switch to a native app if one exists and the user has it installed, (2) take the user to the app store if a native app exists and the user has not installed it, (3) link out to Safari otherwise.
I think this is all reasonable, with the possible exception of #3.

I had thought that it would be relatively clear which links in Facebook are app-links and which are non app-links. App-links would be things like a poker game. Web links (non app-links) would be things like the NYT. But according to Mark, there is no obvious way to distinguish between a poker game and the NYT. Both are Facebook developers and provide Facebook integration. This is also true of many bloggers. He claims they have over 100,000 developers/points of web integration.
It would be unfortunate to disallow any web post in the Facebook app, including blog posts. I don't think they would ship the native app if that were the case.
The one distinction we came up with are developers that take Facebook Credits. There is a distinction between an app/website like FarmVille that takes Facebook Credits from a blog site or NYT that does not.
One possible rule would be to allow linking out to sites that do not take Facebook Credits or have a native iOS app, but require native apps for any developer that uses Facebook Credits (and would presumably then use iTunes in-app purchase).
This means Facebook would fast switch to the native FarmVille and not go to the web site. But it would use the website for NYT. Note that this means linked-to sites can charge outside of in-app purchase (like a NYT subscription on the website). And a developer could create a web-based game and take credit card payments. But my first reaction is that these are acceptable risks.
Thoughts? Are there edge cases or slippery slope issues with this? Does it confuse any of the rules we have for developers today?

I'm really torn over it. My gut says we should say "no" but it is not an easy decision.

I'd like to say that apps must be native, but I haven't figured out how to define "apps" vs. things like blogs and news sites. That is where the Facebook Credits rule came from. I agree we don't want to open up a slippery slope for Google, Adobe, or even Amazon to start linking out to a Kindle store in Safari. But I also don't want to prevent Facebook from having a native app at all that makes sense (I wouldn't use the native app if I couldn't see links to news stories that my friends post).
Do you have a better suggestion about how to distinguish what we should require to be native vs. what web links can be viewed--either in-line in a WebView or linked out to Safari?

I think the difference is between linking to websites (I do it all the time in FaceBook and Twitter) and apps that Facebook themselves even thinks of as apps - they have an app program, they have app specs, they have an app catalog. Of course they know what are apps and what are user generated web links (and yes I think that their NYT app is an app, that is different than a user linking to the NYT website on their own).

They claim that any website that adds a "Like" button must join their developer program and that is the way most links get posted on Facebook. So there is not a distinction between an app and a website. Today some things appear in their app directory, but according to Facebook this is based on whether a developer has requested it to appear and they plan to change this. Even if we used the flag of whether an app appears in their current directory as a trigger, a developer could get around a native rule by setting the flag to say they are not an app even if they are.

I paste in a URL directly into a tweet or message (and the services use their automatic shorteners and filters) and I use other iOS apps that post URLs (Instagram, Best Camera, Soundtracking, Ping, etc).
I think "like" buttons from websites should be fine, the issue is to figure out how not to allow apps like Zynga, Scrabble, Mafia Wars, Texas Hold em, Birthday Cards, Happy Pets, etc. maybe the Teo rules of no currencies, and link to native apps will cover most, it is just hard to tell, and in the case of other developers (e Google) that may not be the case and we can't review and track what apps they will be providing.
